As a program of Public Hospital District #3, Snohomish County, Stilly Valley Health Connections provides and promotes health and wellness programs to the residents of our hospital district.

HISTORY:  In 1909 Dr. J.E Harris built Arlington General Hospital to serve the residents of Arlington and the surrounding communities. In 1964 the community voted to tax themselves and form Public Hospital District #3, Snohomish County (PHD#3).  At that time the district purchased Arlington General Hospital and renamed in Cascade Valley Hospital. In 1987 and 2010 the hospital under went major expansion and renovation projects resulting in the outstanding hospital that is standing today. In 1996 Cascade Valley Hospital starting adding primary care and specialty clinics, located in Arlington, Granite Falls and Darrington. In 2016, PHD#3 entered into an agreement with Public Hospital District #1, Skagit County, also known as Skagit Regional Health. On June 1st, 2016, Skagit Regional Health assumed operations of Cascade Valley Hospital and Clinics, ensuring access to high-quality local healthcare for our community for the years to come. PHD#3 continues to serve the community by ensuring Skagit Regional Health fulfills the terms of the affiliation agreement, managing the property and assets owned by the hospital District, as well as levy monies.

Public Hospital District #3, Snohomish County (PHD#3) is also known as Stilly Valley Health Connections. Our hospital district serves the communities of Arlington and Darrington in North Snohomish County and is overseen by five publicly elected commissioners who serve six-year terms.

Due to changes in hospital reimbursements and increasing expenses, it became apparent that our small, independently run hospital would not be able continue providing services to our community without aligning with a larger entity.  In 2016, PHD#3 entered into an agreement with Public Hospital District #1, Skagit County, also known as Skagit Regional Health. On June 1st, 2016, Skagit Regional Health assumed operations of Cascade Valley Hospital and Clinics, ensuring access to high-quality local healthcare for our community for the years to come.

Public Hospital District #3 must stay in existence for several reasons.  The district continues to serve the community by ensuring Skagit Regional Health fulfills the terms of the affiliation agreement.  Cascade Valley Hospital, the surrounding land and several other properties remain assets of the district and we act as landlords for the property and assets owned by the hospital district. As a public entity, we are also responsible for collecting levy and bond monies to support Cascade Valley Hospital and Clinics.

In 2019, the commissioners of PHD#3 decided the district would start doing business using the name Stilly Valley Health Connections.  The mission of Stilly Valley Health Connections (SVHC) is to provide and promote programs and resources to support a healthier community.  The focus areas for SVHC are Drug Abuse Prevention, Health & Wellness, and Mental Health.  In 2020, a building in Smokey Point was renovated to provide office space for SVHC staff, and as well as space for health-related education and training for our community member for years to come.

History

1909

Dr. J.E Harris built Arlington General Hospital. It was the first building erected for use as a hospital in Snohomish County and served the residents of Arlington and surrounding communities.

1958

In 1958 a new hospital was built on the current campus.

1964

The community voted to tax themselves and form Public Hospital District No. 3. The District purchased Arlington General Hospital and renamed it Cascade Valley Hospital.

1987

A new hospital was built on the Cascade Valley Hospital Campus, increasing the number of available beds and providing space for additional services.

1996

Public Hospital District No. 3, with interested physicians, formed North Snohomish County Health Systems (NSCHS.) This health system, known as Cascade Valley Hospital & Clinics included the hospital and a variety of primary and specialty clinics located in Arlington, Granite Falls, and Darrington.

2009

Cascade Valley Hospital & Clinics celebrated 100 years of providing medical care to the surrounding community.

2010

Cascade Valley Hospital completed a $45 million expansion and renovation project, resulting in a new building and extensive remodel to expand emergency and other services for a growing population.

2011

Public Hospital District No. 3 partnered with Skagit Regional Health to build a medical clinic in Smokey Point.

2015

Helipad was built next to hospital to accommodate airlifted patients.

2016

June 1st, 2016 – Skagit Regional Health assumed operations of Cascade Valley Hospital & Clinics, ensuring long-term, continued access to high-quality, local healthcare for our community. Public Hospital District No. 3 will remain active in the community, focusing on ensuring Skagit Regional Health adheres to the affiliation agreement, act as custodians of the hospital properties and continue to serve the community within its District boundaries.

2017

2017/2018 – Public Hospital District #3  starts conducting business as Stilly Valley Health Connections. A new Mission and Vision Statement and Strategic Plan are developed, focusing on providing and promoting programs and resources that support a healthier community

2020

March 13, 2020 – All in person meetings, classes and programs were cancelled due to the outbreak of COVID-19.  By Fall 2020, programs and events were moved to an online format.

2020

October 23, 2020 – Stilly Valley Health Connections moved into a new location in Smokey Point.  The building serves as office space for District staff and offers a large conference room for presentations, board room for small meetings and cooking demonstration kitchen that also has meeting space.  The building will be used to serve the residents of Public Hospital District #3, following the mission and vision statements set by the board.
