Stilly Valley Health Connections is a program of Public Hospital District No. 3, Snohomish County.

Our hospital district serves the communities of Arlington and Darrington in north Snohomish County. Five publicly elected commissioners who serve six-year terms oversee the district.

What Is a Public Hospital District?

Public hospital districts are governmental entities created by a community. They are authorized to deliver health care services, such as operating hospitals and medical clinics, and to offer other health care services to help people stay healthy.

PHD #3 Board Meetings

As a public hospital district, board meetings are open to the public. Community members are encouraged to attend the Public Hospital District No. 3 monthly board meetings.

In 1909, Dr. J. E. Harris built Arlington General Hospital to serve the residents of Arlington and the surrounding communities. In 1964, the community residents voted to tax themselves and form Public Hospital District No. 3, Snohomish County, Washington (PHD #3).

At that time, the District purchased Arlington General Hospital and renamed it Cascade Valley Hospital. Over the years, the District added primary care and specialty care clinics located in Arlington, Granite Falls, and Darrington.

In 1987 and 2010, the hospital underwent major expansion and renovation projects, resulting in the outstanding hospital that stands today.

Due to changes in hospital reimbursements and difficulty recruiting specialty physicians, it became apparent that our small, independently run hospital would not be able to continue providing services to our community without aligning with a larger entity.

In 2016, Public Hospital District No. 3, Snohomish County, entered into an Affiliation Agreement with Public Hospital District No.1, Skagit County, also known as Skagit Regional Health.

On June 1, 2016, Skagit Regional Health assumed operations of Cascade Valley Hospital and Clinics, ensuring access to high-quality local healthcare for our community for years to come.

Public Hospital District No. 3 must stay in existence for several reasons. The District continues to serve the community by ensuring Skagit Regional Health fulfills the terms of the Affiliation Agreement and to provide other health care services to our district residents.

Cascade Valley Hospital and several other properties and buildings remain assets of the District. We act as a landlord for the property and assets owned by Public Hospital District No. 3.

In 2018, the Commissioners of Public Hospital District No. 3, Snohomish County, decided the District would start doing business using the name Stilly Valley Health Connections.

The mission of Stilly Valley Health Connections (SVHC) is to provide and promote programs and resources to support a healthier community.

In 2020, a building in the Smokey Point area of Arlington was purchased and renovated to provide long-term space for health-related education and training for our community members, as well as office space for district staff.
