PHD #3 Public Meetings
The Board of Commissioners actively seeks community input to help make well-informed decisions.
The public is invited to attend any Public Hospital District No. 3 board meeting and will be given a chance to speak to the Board of Commissioners.

Public Comment at a Board Meeting
In Washington State, public meetings are bound by parliamentary principle, which provides the rules and guidelines for the conduct of public meetings. Public Hospital District No. 3, Snohomish County, meetings are available for the public to attend either in-person or online.
There are three ways members of the public can address the board. If you have questions about public comment, you can email the superintendent/CEO at ardis@stillyvalleyhealth.org.
In-Person Comment
To provide a general comment at a public meeting in person, the commenter must sign in on the sign-up sheet before the start of the meeting using their legal name. When called to speak, the commenter may not wear costume masks that obscure the entirety of their face to address the Board of Commissioners.
Commenters may wear face coverings as per public health requirements and/or recommendations.
Online Comment
To provide a verbal public comment online, the commenter must sign up in advance with the superintendent/CEO by submitting a request through our online form by 3 p.m. on the day of the meeting. The commenter will receive an emailed reply with the Zoom link to attend online.
The link can also be found in the Attending a Board Meeting section below. The board president will call those who have signed up in advance by name to provide comment.
Written Comment
Members of the public may also provide the commissioners with written comment by submitting the written comments through our online form. Written comments must be submitted by the 3 p.m. deadline on the day of the meeting.
The written comments will be entered into the public record, and each commissioner will receive a copy.

Attending a Board Meeting
Regular and special meetings are open to the public and are held in-person at the Stilly Valley Health Connections office. Participants can also attend via Zoom.

Guidelines for Board Meeting Attendance
The expectation is that members of the public will follow the guidelines and respect the board, staff, and other members of the public in attendance. If an individual or individuals create interruptions that make the orderly conduct of a meeting unfeasible, the board president will use the following five-step procedure:
- Tell the person(s) they are interrupting the meeting.
- Cite the interrupting conduct.
- Ask them to stop.
- Warn them that continuing the disruptive conduct may result in their removal.
- Order them removed by a board motion if the behavior continues.
Monthly Board Meeting Schedule
Regular meetings are open to the public and are held in-person at the Stilly Valley Health Connections conference room on the third Wednesday of each month at 6 p.m., unless otherwise noted. Participants can also attend via Zoom.
Note: The agenda may not be available until the day before the meeting.
What to Expect at a Public Board Meeting
A typical PHD #3 public board meeting includes the following:
- Regular meeting call to order
- Approval of minutes of previous meeting
- Public comment
- Other business as necessary
- Administrative report
- Financial report
- Surplus property
- Warrants and write-offs
- Administrative expenses
- Conclusion/adjournment
Special Board Meetings
These meetings are scheduled on an as-needed basis. A minimum of 24-hour notice is provided and will be announced in the News and Announcements section on the home page and below.
At special board meetings, special topics are studied in more detail than what time permits at regular monthly board meetings.
