The district residents of Public Hospital District #3, Snohomish County (PHD#3) are responsible for electing five commissioners to represent their interests for six-year terms. The commissioners’ terms in office are staggered to expire in alternate years. The commissioners all live within the district boundaries, which includes the communities of Arlington and Darrington. Each commissioner brings their own unique background, work experience, and skills to the organization. The commissioners take their responsibilities seriously and are mindful that the strategic plan they set for the staff to follow benefits all the district residents they serve.
Tim Cavanagh, DVM

Tim Cavanagh graduated from Colorado State University in 1980 where he earned a Doctor of Veterinary Medicine degree. Tim worked in Cottage Grove, Oregon for 1 year before moving to the Arlington area in 1981, where he started his practice, All Creatures Veterinary Service. Tim is the proud father of 6 children and 4 grandchildren.
Tim became a member of the advisory board for Cascade Valley Hospital in the late 1980s. In 2000 Tim became a commissioner on the hospital board and currently serves as the Chairman of the Board. Tim has been active in supporting his community. In the past he has served as an officer for the Arlington Chamber of Commerce and on the advisory board at Weston High School.
Tim feels local health care is of paramount importance and works diligently to insure the hospital district does all it can to support the health and wellness of the community it serves.
John Meno

John Meno has been an active member of the Arlington community for over 20 years. In 1998, John opened the first Edward Jones office in Arlington as a financial advisor. Today, in addition to serving his clients, he is also principle with the firm and leads most of eastern Washington as a regional leader. He has a Bachelor of Science in Finance and was a bank branch manager prior to his current position with Edward Jones.
John is a past president and board member for both the Rotary Club of Arlington and Greater Arlington Chamber of Commerce. John is co-president for the Citizens Committee for Arlington Public Schools and has also served as Chairman of the Arlington High School Advisory Committee. John lives in Arlington with his wife Kimberly and children Grace, Mary Catherine, Laura, and William. He was appointed this position in October 2005 and is currently serving his third term.
Tina Davis

Tina Davis has been involved in the banking industry since 1976 and was an Assistant Branch Manager with Columbia Bank until see retired in 2022. When a board member retired in June of 2002, Tina was appointed to fulfill the term of that position and is currently serving her 3rd elected term. Tina became involved with the governance of the Hospital District through serving on the Community Advisory Finance Committee from 1997 to 2002.
Tina’s financial background provides a necessary resource to the board. She also contributes leadership experience gained through involvement in Arlington Dollars for Scholars, Citizens Committee for Arlington School District and Arlington Chamber of Commerce. Tina volunteers with A Christmas Wish, which provides struggling families living in the Arlington, Darrington and Lakewood communities with Christmas gifts for their children.
Amanda Cochran

Amanda Cochran was born in Pensacola, Florida and lived in Kentucky, Pennsylvania, and Tennessee prior to moving to the community of Darrington in 2010. Amanda is a Licensed Certified Pharmacy Technician and has worked in hospital, clinical and retail pharmacy settings for almost twenty years. Amanda currently works for Darrington Pharmacy.
Amanda is an active volunteer in her Darrington community. Since 2012, Amanda has served as a Jr. High Youth Leader at her local church and has been part of the Darrington Clinic Guild and the N.C. Riddle Scholarship Committee since 2014. Darrington has been the longest place Amanda has ever lived and is the place she calls home. Amanda is committed to performing the duties of a commissioner, furthering her knowledge on how hospital districts are governed and focusing on public health and wellness education.
Jennifer Mullin

Jennifer Mullin is a lifelong resident of the Arlington community. Jennifer obtained her Bachelor of Science in Biology from Washington State University and worked in research at Seattle Children’s Hospital for over 14 years. Currently Jennifer works for the Arlington Public Schools in the Child Nutrition department.
